The answer to a question on a point of law put to the International Court of Justice by organs of the United Nations or the specialized agencies authorized to make such a request. In such proceedings there are neither parties nor a dispute which the Court has to decide – or at least, not in a formal sense. Nor is the opinion binding on the organ which has sought it, although it is unlikely to be disregarded. The Permanent Court of International Justice was also empowered to give advisory opinions. |
