A person with access to highly sensitive information (for example in a ministry, intelligence agency or weapons research establishment) who delivers this, usually on a regular basis, to an intelligence agency of another state. Agents in place are not persons ‘planted’ in such positions but are nationals of the state in which they live and are usually long-serving and trusted employees. It is for these reasons that they are regarded as priceless ‘humint assets’ by agencies charged with gathering foreign intelligence (sense 1). |
