The room, often in a central post office, where letters, including diplomatic despatches sent by ordinary post, were opened and (where necessary) decrypted before being re-sealed and sent on their way. Most European states had a black chamber by the eighteenth century and the introduction of the electric telegraph gave them more work in the nineteenth. In France it was known as the cabinet noir. |
