The acronym for the conferences of senior counter-intelligence officers (both senses) from Canada, America, New Zealand, Australia and Britain, which began in 1967 and continued at roughly 18-month intervals throughout the Cold War. Since the end of this conflict, such cooperation has taken a different form, being (according to a former head of MI5) ‘less discreet, broader, more inclusive and above all more immediate’. See also Echelon. |
