A union of sovereign states in which the member states retain their sovereignty (sense 1), and hence their international status; but in which the establishment of comprehensive quasi-governmental organs distinguishes the union from a typical international organization. However, the participant states are unlikely to permit any direct contact between the organs of the union and their citizens. A famous historical instance of a confederation is the United States between 1776 and 1787. Switzerland calls itself a confederation (and was one before 1848), and Canada is often referred to as a confederation, but in fact both are federal states. Within its spheres of competence, the European Union displays many confederal characteristics; but its lack of comprehensiveness means that it is not a confederation. The Turkish Republic of Northern Cyprus favours a confederal constitution as the solution for the Cyprus problem. |
