consular privileges and immunities

These are set out in the Vienna Convention on Consular Relations (1963), which has been widely accepted. In general, this provides career consular officers with immunity from the jurisdiction of the receiving state in respect of their official acts but (unlike diplomatic agents) not in respect of their private acts. Consular premises and documents are inviolable, as are consular communications. It is always open to states to extend these arrangements by way of a bilateral treaty, and a number of such treaties have been concluded. Honorary consular officers enjoy a severely restricted version of the immunities granted to career officers. Members of the consular section of a diplomatic mission receive the full range of diplomatic immunities and privileges, as do members of the office of a deputy high commissioner.
