A party sent to represent a state or some other body at an international conference or other form of gathering. Such a group may be very large, especially if the conference is important and has a wide agenda, and if the sending state is rich. Within the UN system, however, rules of procedure limit the size of delegations, though the attitude to their advisers is usually more liberal. The most senior diplomat or politician is normally styled ‘head’, or ‘leader’, of the delegation, and if it has been sent to negotiate a treaty this person must be a plenipotentiary. |
