A voting system in which a decision requires both a majority of the total number of participants and a majority of some other kind. It is designed to ensure that decisions are achieved in a manner consistent with important political principles, or simply to carry the support of those without whose blessing (and money) effective implementation would be unlikely. The nature and size of the second majority will be determined by the goal that it is intended to achieve. |
