A sovereign state the constitution of which assigns a significant measure of self-rule to the state\'s main constituent territorial parts. That measure may include the right to engage in limited international activity, so that the agents of the constituent parts may sometimes play a superficially diplomatic role, in connection with which they may be accorded certain privileges and immunities by the receiving state. However, as the constituent units are not sovereign (sense 1) their international activity is not diplomacy (sense 1), and hence their agents are not classified as diplomats and diplomatic law does not apply to them.
