The registration of a ship in a state with which it has no other connection, but whose shipping regulations or international legal obligations are significantly less onerous than those of other states, so making it advantageous for the ship owners to register their ship in that state. In other words, the flag the ship flies is no more than one of convenience.
The UN Convention on the Law of the Sea (1982) provides that there must be a genuine link between a ship and its flag state. But such a link is often less than clear. |
