Historically, any diplomat or public minister. Thus at the coronation of King George V and Queen Mary in June 1911 the programme and foreign guest list produced by the Foreign Office listed, for example, ambassadors, envoys extraordinary and ministers plenipotentiary under the heading ‘Foreign Ministers at this Court in order of their precedence in each class’. |
