The entitlement of all members of a diplomatic mission to move freely in the territory of the receiving state. However, for reasons of national security that state is entitled to prohibit or regulate entry into certain areas. Sometimes receiving states have interpreted this entitlement very broadly, but the principle of reciprocity tends to place limits on such developments. |
