Held at the instigation of the Tsar of Russia in 1899 and 1907 to try to reach agreements on disarmament, the mitigation of the horrors of war, and the pacific settlement of disputes. No progress was made on the first of these aims; on the second, a number of conventions were agreed; and in pursuit of the third, the Permanent Court of Arbitration was established. |
