A phrase sometimes used to refer to the fact that a head of mission has been requested by the receiving state to leave the country immediately. It has long been anachronistic, dating from the time when governments issued passports to permit foreigners to both enter and leave their territories. To be ‘handed a passport’ was in effect to be handed an exit visa. See also ask for passports. |
