A title that began to become popular at the end of the twentieth century, though it was given to individuals with markedly different tasks, for example: (1) The senior assistant on Common Foreign and Security Policy to the member state currently holding the presidency of the European Union. Created by the Treaty of Amsterdam (1997), the position of ‘High Representative for CFSP’ is held by the head of the General Secretariat of the Council of Ministers – its secretary-general. The High Representative also helps in formulating, preparing, and implementing policy decisions, and engages in diplomacy with third parties. Responsibility for running the General Secretariat now rests with the secretary-general\'s deputy. See also policy planning department. (2) The virtually proconsular High Representative for Bosnia, whose task is nation-building. This position was created by the Dayton Peace Accords (1995). |
