Notes addressed separately to a government by the diplomatic agents of two or more states which contain essentially the same message though they may be expressed somewhat differently. They are presented as nearly as possible simultaneously. Designed like the collective note to give maximum impact to a joint representation, the strategy of the notes identiques is to achieve this with less risk of an appearance of ganging up. |
