initialling

 
     
  Usually this represents an interim authentication by the state concerned of the draft text of a treaty, the formal or ‘full’ signature to follow later. However, initialling may, in special circumstances, amount to signature. Even when it does not, it may well give sufficient confidence in the treaty to the parties concerned for them to take limited steps in fulfilment of its provisions. For example, the initialling of the Hong Kong Airport Agreement by Britain and the People\'s Republic of China on 30 June 1991 led to the immediate commencement of work on two urgent contracts.
