Legal standards below which a state is not entitled to treat citizens of other states, even if its own citizens are subject to such treatment. In principle, it is accepted that a state is entitled to seek redress if its citizens have been so treated, and if they have exhausted local remedies in their effort to obtain local satisfaction. But in practice it is a difficult and sensitive area – as is indicated by the fact that the standards in question used to be spoken of as reflecting the ‘standard of civilization’. |
