The policy of non-participation in contentious international matters. It is particularly associated with the United States, which acted on its basis throughout the nineteenth century and for much of the first half of the twentieth. The policy contributed to that state\'s refusal ever to join the League of Nations, and was only abandoned after the United States was brought into the Second World War by Japan\'s attack on Pearl Harbor (Hawaii) in December 1941.
