A letter of recommendation to the customs authorities asking that the luggage and effects of a diplomat or diplomatic courier be allowed to pass through without inspection; it is issued by the embassy of the country which it is proposed to enter.


A travel document issued by international organizations to its officials, which some states treat as the equivalent of a passport.
