lieger

Late medieval/early modern usage for an ordinary, resident envoy, as in the term ‘lieger ambassador’. Sometimes spelled ‘ledger’ or ‘ligier’ (for example by Hotman), it derives from ‘ledger’ meaning a book that lies permanently in some place.
