So called by Henry Kissinger, the simultaneous negotiation of two or more unrelated issues, with agreement on one being made conditional on agreement on the other. This approach is deeply offensive to those who believe that all issues should be treated ‘on their merits’. A classic case was provided by the negotiations in the 1980s which linked the South African presence in Namibia to the Cuban presence in Angola. South Africa eventually withdrew from Namibia not because it acknowledged a legal obligation to do so but because – among other reasons – it was offered the Cuban withdrawal from Angola in exchange.
