A diplomatic or consular mission which gives particular emphasis to, and is of unusual importance for, gathering information. The missions of some states at the UN in New York are sometimes described in this way, though it is more usual to come across the term in connection with missions located adjacently to territories into which access is difficult if not impossible. Such was the case with the US legation in Riga, Latvia, in regard to American information-gathering on the Soviet Union in the 1920s and early 1930s, and also with the US consulate-general in Hong Kong in regard to mainland China prior to the Sino-American rapprochement in the early 1970s.
