Locarno, spirit of |

An atmosphere of reconciliation and détente. It derives from the Pact of Locarno, which comprised a whole series of interlocking treaties initialled in the Swiss town of Locarno in 1925 (and signed in London shortly afterwards). The Pact brought Germany out of the purdah to which she had been consigned following the First World War, and was hailed as ‘the real dividing line between the years of war and the years of peace’. In 1953 Winston Churchill, as his last prime ministerial years were coming to an end, unsuccessfully sought high-level East-West talks in the hope that the spirit of Locarno might thereby be regenerated. |
