The understanding arrived at by the six member states of the European Economic Community that each could veto any key decision of the Council of Ministers. This ended the crisis of the previous year provoked by the French government\'s decision to boycott all meetings of the Council in protest at the prospect of a shift to majority voting in January 1966. |
