memorandum of understanding (MOU) |

A document which sets out an understanding reached between two states as to their international commitments regarding some matter, but which does so in a way which indicates that the under- standing is not legally binding. In other words, it is not a treaty – although, confusingly, some treaties are called memoranda of understanding. Like a treaty, an MOU may be given a name other than that. An MOU can take the form either of a single document or of an exchange of notes (sense 2). |
