mise en demeure

mise en demeure [de faire quelque chose]

A formal demand made of a government to do something, usually to agree to a proposal without conditions or make a plain statement of its intentions. Harold Nicolson, who includes the term in the glossary of his book on Diplomacy, says that the tone of such a demand is ‘curt’.
