negotiation

 
     
  Discussion, or ‘talks’, between the representatives of two or more states designed to produce an agreement on a point which is either of shared concern or at issue between them. The characteristic method of achieving success in a negotiation is for the parties to exchange concessions. On this narrow, traditional conception, negotiation proceeds through three stages: prenegotiations, the formula stage, and the details stage (where the skeletal formula is fleshed out). The last two stages are sometimes known as ‘negotiations proper’ or ‘around-the-table’ negotiations.
