policy planning department

 
     
  The department in the ministries of foreign affairs of some states charged with engaging in medium-or even long-term foreign policy planning. To be able to do this, the planners are ideally given freedom from current operational preoccupations and permitted to work directly under the executive head of the MFA. A product of the period since the Second World War, policy planning departments were inspired in part by the model of the planning staffs long employed by military chiefs of staff. The EU has a similar department. Known as the ‘Planning and Early Warning Unit’, this operates under the High Representative for CFSP.
