The English representation of the term used by the Soviet Union in its early days to designate its heads of mission, the traditional diplomatic titles being deemed bourgeois. The alternative Soviet term indicated, roughly speaking, that the person concerned was a representative of the people. Unfortunately for the Soviets, polpred was not a recognized diplomatic class, with the consequence that its holders necessarily found themselves at the end of the line on any occasion on which diplomats were ranked according to precedence. The traditional usage was soon resumed! |
