A loose term, generally used to express the belief that in the relations of states, power – especially military power – is crucial. However, its users tend to ascribe too sweeping a significance to military power; to suggest that power is sought by states as an end, whereas it is almost always wanted as a means to achieve certain ends; to give inadequate weight to the huge importance for states of cooperative activity; and to mislead by suggesting that power (of the appropriate kinds) is absent from domestic politics.
