precondition

 
     
  A concession required of one party by another before agreeing to enter around-the-table negotiations with it. More often a feature of adversarial relationships, insistence on preconditions is a common tactic of those who are least attracted to negotiations, either because they feel that time is on their side or because they fear that otherwise their supporters would suspect their real intentions.
