proconsul

 
     
  A term frequently applied with rhetorical flourish to a grand and senior figure in the administration of an empire, particularly a colonial governor, in the age of European imperialism. (‘Proconsul’ was the title given to the commanders of armies or governors of provinces of the Roman Empire.) The Viceroy of India was typically seen as a proconsul, though he would have resisted most strenuously the suggestion that he was a mere colonial governor.
