Sometimes also ‘foreign minister’, the term for a diplomatic agent of any class before the word ‘diplomat’ came into common usage, though the term ministres publics remained current in French diplomacy until well into the twentieth century. In 1758 Vattel said that ‘This expression, in its most general sense, is used of every person intrusted with the management of public affairs, but it is particularly applied to those who are appointed to fulfil such duties at a foreign court.’ |
