At a conference, the person chosen to draft a report on the work of a committee or working group and, when it is agreed, present it to the plenary body on the committee\'s behalf. Since the report will usually contain proposals and the reasons for them, the opportunity to produce the first draft provides the rapporteur with a position of some influence. |
