The recognition by one state of a new government in another, especially one which has come to power by unorthodox means. During the past two decades many states have abandoned the practice. This policy has the advantage both of avoiding the accusation that recognition of a government implies approval, or non-recognition disapproval; and in a civil war of easing the establishment of diplomatic contacts with rebel groups with a view to protecting the interests of the sending state.
