reprisal

 
     
  An act which is illegal in itself but which is allegedly justified as a means of retaliation for an illegal act by another state. During the second half of the twentieth century the issue of reprisals, especially where they involved the use of force, became highly controversial. In consequence, the concept of lawful defence has sometimes been stretched to cover acts which once would straightforwardly have been called reprisals.
