  In early modern European diplomacy, a public minister (including an ambassador) who was permanently resident in the state of his accreditation.


Later, the term was used to describe a minister of the third class, that is, one below an envoy but above a secretary of embassy. By the end of the eighteenth century the term had dropped out of use, though it reemerged as ‘minister resident’ as the title for the third class of diplomatic agent provided for in the addition to the famous Regulation of Vienna (1815) at the Congress of Aix-la-Chapelle in 1818.
