It was long claimed that states had a right to despatch ambassadors (sense 1) or ministers (sense 1) to foreign states. However, the alleged right was largely without substance, as there was little point in acting on it if the receiving state was not agreeable. And it is now universally accepted that diplomatic missions are established on the basis of the receiving states’ consent. |
