rogatory letter

 
     
  A letter or commission requesting that a judicial authority in one state obtain evidence, serve process, or serve a summons on behalf of a judicial authority in another. Consuls play a prominent role in delivering such letters and in some circumstances may assist in their execution. The US State Department believes that the use of such letters is a time-consuming, cumbersome, and costly process and should only be used as a last resort.
