roving ambassador

 
     
  A special envoy with the task of visiting a number of countries, usually although not necessarily within the same region. In the past roving ambassadors were usually employed to explain its policies by a new government suspicious of the loyalties of the resident ambassadors which it had inherited, and it would be surprising if they were not still occasionally used for this purpose. Today, however, they are more visible as a feature of the diplomacy of a major power which wants to promote a settlement of a regional conflict. Roving ambassadors are normally people of great experience and seniority.
