Rules agreed by a decision-making body to govern its proceedings. In international relations a well-known instance is to be found in the Provisional Rules of Procedure of the UN Security Council (as amended on 21 December 1982), which deal with the calling of meetings, production of the agenda, representation and credentials, the presidency, the role of the secretariat, conduct of business (including use of rapporteurs), voting, official and working languages, publicity of meetings and records, admission of new members, and relations with other UN organs, non-governmental organizations, and private individuals. |
