  The way in which reference is sometimes made to an individual who is charged by his or her state, or by an international organization, with a specific mission, often of a mediatory kind. Alternatively, such a person may be called a special representative (sense 2). These terms were, for example, used in the late 1990s to refer to the United States and British representatives who, among others, were asked to seek a solution to the Cyprus problem.
