Special Missions, Convention on (1969)

 
     
  The Convention entered into force in 1985, but has been ratified by only 32 states. Many of its provisions for the treatment of the members of special missions are similar if not identical to the equivalent ones in the Vienna Convention on Diplomatic Relations (1961) and reflect the same functional theory. Under the Convention, the existence of neither diplomatic nor consular relations is necessary for the sending or reception of a special mission; nor does the severance of either diplomatic or consular relations of itself terminate any current special mission.
