French foreign secretary in the final years of the reign of Louis XIV. Among other things, Torcy was the instigator in 1712 of the small Académie politique. Designed to train secretaries of embassy who might subsequently be promoted to the highest ranks, it has since been customary to refer to this as the first ‘school for ambassadors’. Its curriculum consisted chiefly of international law, modern diplomatic history, and languages. Though the academy began to go downhill after the departure of Torcy in 1715 and collapsed in 1721, the idea that diplomacy was a profession and that entrants should be trained had been firmly planted.
