A triumvirate, from the Russian for a sledge drawn by three horses. The word entered diplomatic currency in 1960 when the Soviet Union proposed, unsuccessfully, that the office of UN Secretary-General be shared by representatives from the East, the West and those who fell into neither of these camps - the neutralists. See also troika (EU). |
