A despatch sent UFS was one sent from one point to another via a third, the latter being either invited or required to read it before resealing it and sending it on its way. For example, this might have been a despatch sent from a ministry of foreign affairs to one of its embassies abroad via another one in the same region, or one from a consular mission to the ministry of foreign affairs at home via the embassy under whose immediate authority the consular mission fell. A feature of the era before copying documents was easy and cheap, which extended into the twentieth century, sending messages UFS was an effective method of keeping informed those within the same diplomatic service with the most need for the information contained in the despatch. |
