virtual diplomacy

The conduct of diplomacy (sense 1) via electronic information and communications technologies (ICTs) and thus without face-to-face contact. Credit for the invention of this term in the late 1990s is claimed by the United States Institute of Peace. However, while ICTs are making a large difference to the ways in which some states arrange communication between their foreign ministries and their diplomatic missions, and provide them with background material, such developments do not undermine the utility of traditional diplomatic missions for the performance of diplomatic functions. See also telecommunication.
