An armed conflict which has been formally instituted by a declaration of war or the expiry of an ultimatum. Since 1945 such announcements have gone resoundingly out of fashion, no state wishing to lay itself open to the charge of having initiated a war; associatedly, all armed action is now described as defensive in character, or as in necessary support of some universal norms, such as those relating to human rights.
