Western European Union (WEU)

 
     
  The WEU dates from 1955, but has its origins in an earlier arrangement made by the Brussels Treaty of 1948. It has always had some difficulty in carving out a distinctive niche for itself, and for much of its life seemed content to take something of a back seat. During the last fifteen years it has been more proactive, with a certain measure of success. But it still remains caught, as it were, between NATO and the European Union.
