The WEU dates from 1955, but has its origins in an earlier arrangement made by the Brussels Treaty of 1948. It has always had some difficulty in carving out a distinctive niche for itself, and for much of its life seemed content to take something of a back seat. During the last fifteen years it has been more proactive, with a certain measure of success. But it still remains caught, as it were, between NATO and the European Union. |
